Stephen Willats is a British conceptual artist whose practice centers on participatory systems, diagrammatic works, and social modeling. Since the 1960s, he has used photography, printed panels, and cybernetic-influenced structures to examine how people negotiate their built environments, particularly post-war housing estates across the UK. He founded the journal Control in 1965, one of the earliest artist-led publications devoted to art and behavioral systems. His work has been presented at the Institute of Contemporary Arts, London.
